K' is a little bit weird to understand, but the reason of Ramon's climax to hit being the first one to perform is because the trigger for the climax is 1 meter (I guess) ahead of his body, I remember that because Ramon is one of the only 3 characters to beat Rugal's invincible SDM (unlike Clark or other characters who also rushes on their moves).
K' seems like a case of "he literally has no s on his Climax" ETA: Joe too, and it looks like the effect of the Climax comes out 1f before the hitbox does!
I'm not so sure myself, when a grab base character performs the move first he often loses to the opponent who uses his grab special last. And the attack based super, those performed it first gets the top priority. Reflects the defense and attack character's playstyle and martial arts.

This is the closest you're gonna get unfortunately. If there were no cutscenes before the climax it could be better demonstrated. Whoever does the climax second gets invincibility frames, thus usually wins.
