TBH, it looks more like the blue anti-pest spray used on livestock than paint. The person who abandoned the dog may have sprayed it down to give it a better chance of survival. Not saying this makes it ok, not at all. Still cruel AF.
I love that after all of that he still wasn't destroyed. He was bouncing around and playing, wagging his tail, looking at everything instead of looking down all the time, itchy but not completely miserable. They hurt him but didn't destroy him, thankfully. I am always wary of videos like this. Who's to say the video creator didn't do this himself to that poor baby just for views? Look at the way the puppy behaved with him. He seemed to partly know him, trying to run away at first, and then he suddenly rolled over in submission as well, as if this had already been done to him. The internet can be such a poisonous thing sometimes, incentivising people to abuse animals in order to film a 'rescue' for views and likes. You might want to look up fake animal rescues on YT. It's becoming a real problem - the one's "rescuing" the animals are the actual abusers.
