If you have a valid permanent home address then you can apply online.
In another video you said I could buy a leap card from the airport, is that facility not available now?
airport leopard are general adult leap card but if you are student after few days you apply for student leap card

I I did usual bank transfer itself from India to Irish bank account. I didn’t use any specific app.
Dublin se Galway should I take taxi or bus ??
Bus, direct bus is available from airport to the Galway then once you reach galway city figure out how to go to your accomodation. Direct taxis are available on bus stations
