Better players - Dortmund is top team in the lists of teams you mentioned but half of the valuation of the spurs. More fans - all the teams you mention are popular in the regional but not internationally. Dortumun is somewhat famous but not even close to Spurs. Tottenham is in the EPL which is the most competitive league in the world. There are many teams better than Spurs (PSG, Real, Barca, Man City, etc) but none of the teams you mention is better.
