As an explanation: Kanto only has 5 Mythical or Legendary Pokémon. Therefore, Arcanine was chosen as the last team member since Arcanine is in the Pokédex in the category "Legendary Pokémon".

No. However, there's insurmountable evidence to suggest that Arcanine was originally intended to be a Legendary itself, despite it's base stats being lower than that of Dragonite. Even Arcanine's Pokédex entry has it classified as the "Legendary" Pokémon.

I think he added Arcanine because I’m the Pokédex, Arcanine is listed as the “Legendary Pokémon” so even if he isn’t a legendary Pokémon I guess the game classifies him as “legendary”.

Guys Moltres was supposed to be arcanite but after some developing in the gen 1 games they found out that no lets make a new legendary (moltres) so by this arcanite got a legendary place in the pokedex
