Rankin Inlet is in Nunavut. You can only fly there or dog sled in the winter if you are old school. It is the most remote military bases manned year round in Canada. Yukon and NWT are mostly accessible by road from BC or Alberta.

What makes a black hole a black hole is that there is so much mass that it creates enough gravity that "nothing can escape" it. In nature that means enough mass to be a cosmic body and thus unusable for anything in atmosphere(or even in solar system).
To be able to make an artificial black hole that can be used by humans, for literally any conceivable purpose, would require somehow creating an equivalent level of artificial gravity to replace the cosmic levels of mass that would normally generate the gravity. We aren't even remotely close to achieving that.
And even if we could do it, it would be even worse than a nuke in terms of radiation. I put quotations on the phrase "nothing can escape" for a reason. In fact, things DO escape black holes. Massive beams of extremely energetic radiation are fired out of a black hole's poles. Black holes are basically spin cannons that eat mass, break it to pieces, and then spit out the resulting radiation.
