Thanks, uploading a .jpg shape worked to black out the sections of my screen that I wanted to blur. Funny to see that climchamp has dozens of filters to play around with, and such a basic feature is missing.
Yes. Duplicate your video. Drag it above the original video on the timeline. Mute the sound. Crop the length of the video to the portion you want to blur. Click video window above. Tool palette will appear. Select crop tool. Handles will appear around the duplicated clip in the window. Crop the duplicated video to the size of the area you want to blur. Select the blur filter and select how much blur you want.
I don't think paint has a blur option, but I am sure you can find an online generator that does it. You can basically create a blurred version of the entire image, then superimpose the part you dont want to blur over it.

For the last method, clipchamp actually has a new crop feature, so you can even do it on a video and not just a picture.

2x hollow, are you having connectivity issues? Have you tried the installed version? It also requires internet connectivity, but it may help.
