I'm quite disappointed that there will only be 3 factions. I played a lot of Japan in Assault squad 2 and it feels like a downgrade to not have 5 (or 6 with ostfront, but they never felt like a new faction really)
My guess is to add an additional layer to the game. Not only are they valuable to people who like collecting special units but they also offer variety in gameplay. The fact that they are completely free to obtain by just playing the game means that there is a "grind" element to it that a lot of players enjoy, not to mention some units are obtainable through playing the campaign missions which is an incentive to try out singleplayer!

Japan and UK are definitely going to be in the game, probably as a DLC at a later date.
