I did not have the mask on, so I took aggro from the guards, killed them all, went into the home I had purchased and slept, came back guards were still dead and npc on 1st floor did not sell anything, went around the right stairwell to the 2nd floor and npc there named Ezekiel had 3 Newt Liquer's for sale.
