She just knew that he still wasn't over them, and she could never be content if she knew he was always second-guessing his love for her. I mean, he didn't just get 3 divorces for being a bad husband. He obviously hasn't found the closure he needs with Shannon and Kelly. I don't mean forget about them, she could never ask Gibbs to do that, but he definitely hasn't moved on.
