They really wanted that power so much they literally traumatized a new born baby just to force the power out. Classic use of "only one innocent life need to suffer so everyone else can be happy" excuse people.
Imagine being Benedikta and knowing not only that Clive beat you almost entirely untransformed but that a baby put up more of a fight than you and it was against a vastly stronger Clive.
In some ways you could say its a blessing it turned out like this. Imagine if he lived out his life and made a decdents himself? Poisoned by the world, and of Ultima. Likely would've primed to a point where putting them down for good was the only true mercy, just like half the Dominants of this era.
Really makes you wonder how insanely OP this version of Leviathan would be if its host had time to master his abilities. I mean, the entire boss fight with him is literally just the baby throwing a tantrum.

It'd make no sense at all lore wise if it was just another adult jsst hiding in a cave. Like Leviathan was lost for a reason. Ultima deemed it a lost cause. Tainted in fact. There had to be a big reason for Leviathans absence for so long and this is actually a really deep and dark take that truly explores all angles of what it means to be a dominant. Also would be mighty convient for all Dominants to be around the same age or middle age. Like they van be born at any moment in time. Making it an infant actually diversified the lore and cast.
