Actually the general date given by CAC isn't sacrosanct because most time, the filing might not be available on the post incorporation portal even after your annual general meeting
Yes you must be a chartered accountant or a lawyer to get access to a post incorporation account, where you can file for annual returns, meanwhile you can liase with someone who can help you file in proxy

Is it true bank accounts of defaulters will be freezed?
It means that if you have any issue with you bank account , you will not be able to sort it in time
