Before the clock ran out the coach called a time out which stops the clock which meant they had to play more, so it was a bone-headed move by the Chargers coach because they could have entered the playoffs by just letting the clock run out.

If the teams tied, both the Chargers and Raiders, the teams still playing, would make the playoffs. Whichever team lost would be eliminated and the Steelers get the last spot. There were less than 40 seconds left on the game clock in overtime. The Raiders could just kneel the ball down on the next play and time would run out before they would need to start the next play. Instead of allowing the Raiders to run down the clock, the Chargers' coach, being overly cautious, called a timeout to make sure they did not advance to get closer for a field goal. This incensed the Raiders to the point of reinvigoration to best the Chargers. So they advanced and kicked the field goal and Eliminated the Chargers.
