This model of tax paying is since good olden days. And the rationale might be that too develop the economy huge money is required and if identical rate of tax is levied then taxes will get collected but the middle class family can't survive as minimum money for expenditure is required but there is no maximum limit. Hence such different rates and slabs are necessary.
