Yes, chest-high water is ideal. There's really no reason to run, just walk and perform your exercises. The added resistance from both the water & water weights will prove to be a challenging full-body workout! B

Are you sure the arm curls performed with foam dumbbells work your biceps? They work your triceps but not your biceps due to the buoyancy of the water dumbbells will just float up to the surface.

Arm curls are not really an effective bicep exercise when using buoyant equipment. The Curls are an eccentric Triceps contraction, and the extension is a concentric Triceps contraction. To work the Triceps AND Biceps, using gloves, drag equipment or no equipment at all is a far better option.
