38:00 this. but i think her question was more about: can resources be devoted to study the mass psychology of a Russian population who has a hundred of years long cynical concept of leadership. Can a revolution change Russian expectations of accountability from government?
11:00 -ish, if someone is a public figure in a position of authority their words have effects, and sometimes they may not speak true feelings because they are attempting to contribute to manifest a positive outcome, via their words. Prove they truly got it wrong and not simply demonstrating the aforementioned manifest behavior.
Edit: I think this might be a topic in game theory, systems science utilizing differential equations, like basic foxes and rabbits.
