Im level 25 and i got the broadcast but i cant talk to her about the vault because i already did before i got the quest do you know any way to fix this?????

Have not gotten this quest yet even with new account.. is it suppose to be a 50/50 chance to wait ?? Not even the Broadcast is there to start it up..

To hear the broadcast you have to be at least level 50.
