Incredible to hear about the outpouring of God's presence and love moving throughout your church and the prisons.

'God judgeth the righteous, and God is angry with the wicked every day' (Psalms 7:11 Kjv)
'Jesus Christ the same yesterday, and to day, and for ever.' (Hebrews 13:8 Kjv)
Until you are spiritually 'Born Again' you are outside of the Kingdom Of God and God does not Love you. The Love he showed us (past tense) was in sending his Son to die on The Cross.
However, if someone die's without Christ they are Lost, as they were never a child of God, and God simply has no love for a lost Sinner.
Clearly God would not send someone he loves to Hell, and yet the Bible is clear that most will be lost and are on their way to Hell as only few will be Saved.
Instead of telling people God Loves them, you need to be telling them to come to the foot of the Cross as a Broken Sinner and to call upon the name of the Lord to be Saved.
'The fear of the LORD is the beginning of knowledge: but fools despise wisdom and instruction.' (Proverbs 1:7 Kjv)

Your point kind of falls apart with John 3.16

..God's love is not unconditional.. Moses Jealous God Demands worship.. if he is not worshiped, he with-holds his love, and even becomes Wrathful, even onto the children, down to the 3rd and 4th generation.. even Jesus condemned nonbelievers, his love was also, not unconditional.. Jesus said to his disciples, go out and preach the gospel, he who believes and is baptized is saved, he who does not believe is damned! (to an Eternity Of Torment in Hellfire!)..
the nonbeliever, worthy of punishment.. because they believed not in me, says Jesus..
therein lies the condition, therefore, love is not unconditional...
