After playing with 'dc' I feel like calculators have very limited base functionality. Are there calculators that can use more than the regular bases (4, 8, 10, 16) (particularly 12) or calculators that can do floating maths in different bases?

I'm not aware of any calculators that can do arbitrary bases, but certainly you can write a program that will do that.

can you do bitwise operations on the DM32 like you can on the DM16L

No, the original HP 32sii didn’t do that so neither does the DM32. However the DM42 does.
