He is honest. He saw things going terribly wrong and tried, as a lone voice, to shift the committee/Board. He knows he'd have got taken off the Board if he'd intervened in the aplication for recusal decision. A camel is a horse designed by Committee!

I found Tom cooper to be weak. Very weak.
And yet it looks like if the entire organisation was made up by people like him there wouldn't have been an issue. Maybe "strong" people is actually a bad characteristic
@@jamesclark5654 yes, it seems that the strong characters were bad and pushed for a cover up, and those who were good seemed to be weak, and didn’t want to stand out. It would take someone with a very strong character to stand up against them.

@@jamesclark5654 he did have power, he was the government’s representative, they were the only shareholder. He was able to go back to the government to explain what bad things were going on. He didn’t do that.
With "the only shareholder" you're implying that he had complete veto power over absolutely everything. Seeing as the board was made up of multiple members I'm not sure that's the case, although I don't know exactly how it was structured.
He did also explain that he thought he only had influence to raise one issue at a time with the government and he picked something else. Doesn't sound like much power to me.
