Kratos calling Mimir brother is the BIGGEST compliment he can give! The last and only person he called brother was his actual brother Deimos! Kratos really has open up to Mimir a lot!
It is easy to notice that Kratos as changed a lot since the last game. He openly answers almost every question anyone asks about his past and he doesn't have that much problem to show affection to the people he loves. There was no longer "head" "boy" and "woman" in this game, but "Mimir" "Atreus" and "Freya"
This is how you do a proper character development. Not only that, but he even talks more openly about his past, and we can hear him chuckle quite a few times.

When he calls Mimir "Brother", he _means_ it. Mimir has been at Kratos' side _(literally)_ for at least several years between GOW 2018 and Ragnarok. Kratos' journal entry confirms this, detailing that Kratos greatly enjoys and appreciates Mimir's counsel. He truly sees him as a brother. It's really beautiful.
it's incredibly moving watching this because the last person Kratos called brother he killed him with his own two hands. It's not just a child he lost on his journey, but everyone else close to him, both of his wives, Pandora, Deimos, his legion of spartans of which the last one he also accidentally killed with his hands. After that much loss of course the man would build a giant wall to keep himself emotionally safe. So seeing this is like watching his whole personal journey unfolds.
If you beat the king of the berserkers. Kratos says something really enlightening. And mimir states that he's come a long way from the day they met and kratos says "I've had good counsel since then brother" literally made me tear eyed.

Kratos call Mimir brother in his journal and he is more tolarant to everyones antics in this game. So it's clear that in between games, Kratos got more comfortable with Mimir.
If you're smart, and Mimir is supposed to be the smartest man "alive", you know not to joke about someone opening up if they had trouble with that in the past. Not commenting on it is what an actual friend would do.

I love how Kratos consults Mimir for so much. Like there is a mission early on that says “consult with mimir” after rescuing Tyr, and it’s just awesome because of how Kratos has grown to respect his opinion

He'd be in disbelief, for the longest time Kratos had a lot of hatred for most of the world, but he hated none othar than himselft the most. To see him having a new family would probably make him think it's an illusion to torture him.

It's interesting how Kratos calls Mimir brother when Mimir is beating himself about the mistakes he made in the past, in some way it's not just Kratos opening up to Mimir, but realizing he's having a tough time and trying to make him accept the past to let it go
This made me feel so happy, both for Mimir and for Kratos. Knowing he trusts him this much and he feels sympathetic towards his guilts shows how he has changed too; he needed a friend, desperately.

It’s still amazing to see Kratos continue to grow from the bloodthirsty savage he was in his younger days. Sometimes I still cant believe this is the same character that was 1st introduced to us on PS2. It it’s been great to see the evolution of the game itself going from a bloody acting game. That had as much gore as a game like Mortal Kombat. Where Kratos would show no mercy and throw away lives just to move to the next stage. It is now turned into a story of a remorseful man on the path to redemption still tormented by his past all while trying to raise his son and protect Astreus from his past mistakes. It is one of the most beautifully written sagas in gaming history. The story telling has just phenomenal in every recent installment. I know the ending will be just as grand.
He refers to him as such in his journey entry about him. Some funny stuff in the journal. Kratos once wrote (paraphrasing to avoid spoilers be it was before this scene) "I would tell Atreus to close his heart to it, but he has endured so much". The reason I find that funny is because it was the standout quote from the game for me just for how brutal it seems.
The fact Mimir doesn’t acknowledge Kratos called him Brother, makes me like to believe Kratos been calling him brother more than enough between games and Mimir got used to it
Along side with Kratos, Mimir also mentor Atreus, watch their back, give them advices, knowledge,.....all that and took quite sometimes for Kratos to finally trusted him enough to treated him like a Family. Back in 2018 Mimir tried not to interfere in the Family business, and now in Ragnarok he even yelled at the Boi since he already a part of the family, a real one after 1xx years.
I was hoping that there was a chance that Mimir could get a body again in this game or maybe a new one. But, getting so used to being around Kratos & Kratos getting used to Mimic, they still are side by head by side & continue their journey together.
There's also another point when you return from Helheim after defeating Garm where Atreus wants to go exploring and Kratos says "no, first we return for Mimir" and Atreus says "you really do think of him as a brother
