If a cop injures his hand while beating someone, the victim will be charged with the felonies for causing the injury. Or criminally charged for getting blood on the cop. This is not unheard of.

I say this as a 28 year former officer. NOTHING here justifies that action! Officers are TOTALLY responsible for an arrestee's health and safety once in custody. PERIOD!!! Absent violent resistance, once in cuffs, NONE of this was necessary. The Lt. should be criminally charged.

I saw police BREAK INTO A MAN'S HOME and MURDER HIM (no warrant, no exigent circumstances). It turned out this man was complaining about police online, and the SHOOTER (the ONLY cop who went into the house) JUST HAPPENED to "forget" his body camera that day. To me, that suggests premeditation. HOW OFTEN do scardy-cat police allow one of their own to enter a new, possibly dangerous situation on their own??? Unless they pre-planned a murder and didn't want it on the other cop's bodycam.
They VIOLATED HIS 4TH AMENDMENT Rights. They were NOTHING MORE than ARMED INTRUDERS who MURDERED someone while COMMITTING A FELONY!
AND NOTHING HAPPENED TO THEM! NO CHARGES! They weren't even FIRED. State police ACTUALLY SAID they did nothing wrong! Of COURSE thèy did. POLICE "investigated". A lawsuit is NOT ENOUGH!!! And there is NO Statute of Limitations on MURDER.

Use of force while in handcuffs is completely unjustified

The suspect was in cuffs. You can’t throw someone to the ground who can’t use his hands to protect themself from serious injury. These cops are so corrupt it’s sickening.
This is a great example of why qualified immunity should be abolished along with police unions, IA departments in lieu of citizen boards and taxpayer funded liability insurance. Then this conduct would cease to occur as all the violators would be washed out and new cops wouldn't want any part of the risk unless they had the self-control required to be a cop. The last statement they'll make will be after a settlement will be reached. They'll state that the compensation awarded to the plaintiff does not in any way imply an admission of guilt. It was simply agreed upon to keep the public from having to fund a long and arduous trial costing much more than the agreed upon compensation.
That appears to be unreasonable and shows a pattern of toxic behavior which destroys public trust. Chief should be fired as well.

This is why police shouldn't be able to investigate themselves. Imagine if detectives never interviewed witnesses or suspects. The city council would be smart to ask for an external investigation with witness statements.
Now that the lights been turned on on the microscope now we'll start hearing the second and third song and dance about how we investigated ourselves and nobody did anything wrong.
Citizens review committees with the power to hire and fire would make this right immediately and Law Enforcement Officers would start understanding that they truly do work for the public and not themselves and the rest of their blue line gang members.

Intended or not it's still a crime. If any normal person did what that LT did, they'd be arrested without a doubt. He needs to be charged and definitely not be a police officer. he should be in jail.
Lt. Needs to be charged. Chief got it wrong. Time to keep auditing this department and all gov't entities, to make sure that noone else is derelict in their duty. Lt. Needs to be on the brady list.

The female officer says in the interview, "I'm bound by policy to protect my superiors and other officers" (something to that affect). That "policy" alone tells you they were never going to find any wrongdoing in their investigation

Chief's gotta go along with the Lt. He was cooperating and didn't resist and he had handcuffs on.
He was in handcuffs and under control, no need for force. Knocked out and had his head split open for a stolen beer. Officer should be charged with assault.

POST needs to take away certificate of lt. Police recruit are told never harm anyone in cuffs. That Lt and Chief are good old boys. Chief needs to be fired and Lt fired and certificate taken away.

Similar thing just happened to a lady in Fort Worth Tx, CZcamsr Carolina in Fort Worth, tiny 60+ yo grandmother violently slammed into the pavement, multiple head injuries, several sets of stitches on her face, dislocated shoulder, elbow, by a cop with long history of violence (Kruger), hopefully someone other than Fort Worth police “investigates” this attack.
What good are reports? I haven't heard of a D.A. EVER charging police officers with the felony crime of filing a false police report.

In no universe should that have ever happened. I absolutely would not feel safe living in that city or state currently. AZ has repeatedly had issues with police misconduct. Incredibly sad for the wonderful people living there.
The Supreme Court has made it very clear that the use of extreme force on a handcuffed person is unreasonable and excessive. Why this man is not fired or being prosecuted for assault baffles me.
The "outside agency" is sometimes an agency affiliated with the police unions....hardly independent and certainly favorable to the police.
