      If a cop injures his hand while beating someone, the victim will be charged with the felonies for causing the injury. Or criminally charged for getting blood on the cop. This is not unheard of.

    I say this as a 28 year former officer. NOTHING here justifies that action! Officers are TOTALLY responsible for an arrestee's health and safety once in custody. PERIOD!!! Absent violent resistance, once in cuffs, NONE of this was necessary. The Lt. should be criminally charged.

    That's a lot of BS from the chief, the guy was handcuffed, he drop a hand cuffed man and cause serious injuries, that's not "excessive force", that's aggravated assault and battery. The lieutenant should see jail time like every other non-police citizens would face.

      I'm not surprised. 80-90% of chiefs AND prosecutors are COMPLETELY CORRUPT!
      I saw police BREAK INTO A MAN'S HOME and MURDER HIM (no warrant, no exigent circumstances). It turned out this man was complaining about police online, and the SHOOTER (the ONLY cop who went into the house) JUST HAPPENED to "forget" his body camera that day. To me, that suggests premeditation. HOW OFTEN do scardy-cat police allow one of their own to enter a new, possibly dangerous situation on their own??? Unless they pre-planned a murder and didn't want it on the other cop's bodycam.
      They VIOLATED HIS 4TH AMENDMENT Rights. They were NOTHING MORE than ARMED INTRUDERS who MURDERED someone while COMMITTING A FELONY!
      AND NOTHING HAPPENED TO THEM! NO CHARGES! They weren't even FIRED. State police ACTUALLY SAID they did nothing wrong! Of COURSE thèy did. POLICE "investigated". A lawsuit is NOT ENOUGH!!! And there is NO Statute of Limitations on MURDER.

    This is a great example of why qualified immunity should be abolished along with police unions, IA departments in lieu of citizen boards and taxpayer funded liability insurance. Then this conduct would cease to occur as all the violators would be washed out and new cops wouldn't want any part of the risk unless they had the self-control required to be a cop. The last statement they'll make will be after a settlement will be reached. They'll state that the compensation awarded to the plaintiff does not in any way imply an admission of guilt. It was simply agreed upon to keep the public from having to fund a long and arduous trial costing much more than the agreed upon compensation.

    Police investigated police and found nothing wrong. Smdh, this is sickening the fact the chief has the gall to try and justify this shows exactly what kind of person he is. The female officer says in the interview, "I'm bound by policy to protect my superiors and other officers" (something to that affect). That "policy" alone tells you they were never going to find any wrongdoing in their investigation

    Similar thing just happened to a lady in Fort Worth Tx, CZcamsr Carolina in Fort Worth, tiny 60+ yo grandmother violently slammed into the pavement, multiple head injuries, several sets of stitches on her face, dislocated shoulder, elbow, by a cop with long history of violence (Kruger), hopefully someone other than Fort Worth police “investigates” this attack.

    The Supreme Court has made it very clear that the use of extreme force on a handcuffed person is unreasonable and excessive. Why this man is not fired or being prosecuted for assault baffles me.

    That's B.S.....once the person is in cuffs its the cops responsibility to keep them safe !!! Police brutality no question. And to do it in front of another cop and put them in a terrible position, how dare you !! We don't need police !!!

    Interesting that the external review is only about policies and procedures and not about the actual incident. No wonder it is so easy to review and find themselves clear of wrongdoing. ANY attack on a handcuffed suspect is a crime

    Officer White should have arrested the lieutenant on the spot. The lieutenant is a bad cop. Officer White didn't stop him, or arrest him for what he did, so that makes her a bad cop too.

    When will the news,the public ever get tired of the COPSPLAINING...to cover up wrong doing and when will people get tired of self investigating ,along with other cop agencies helping cover up wrong doing... the public is really getting fed up with those entrusted to do the right things while in the performance of their job. Decertification complaint with the certification board is the only course of action to clean up law enforcement.
