You're a little incorrect about Ballistic's level 3 perks. Lasting bullet only extends the duration the smart bullet remains in the world, kinda good if your aim is area denial but it doesn't effect how long a person has to wait till ovetheat is gone. The better one to choose would be the extra tactical charge, each bullet deals 20 damage on impact and 30 on an overheat so it's a free 100 damage that can be spread on 2 targest or just 1. You can also use his tactical with your weapon firing or ADSing which makes him good in gun fights if you can manage his tactical while still raining bullets on your target. Only downside I see to using Ballistic is his lack of vertical mobility and his lock on can just be countered by some terrain. There are slight ways to curve the smart bullet around cover but it has to be small and you really have to know how his tactical works.
From my experience, he's a good Legend. Better than where he was before but he'll probably get out classed by more aggressive mobility based Legends. I'm having a ton of fun using him, hope the clarification of that perk helps someone. Great vid too!

First off insane gameplay just what I needed to start playing the game again. As for ballistic I can see your points but when I play him he’s helped me win a decent amount a fights but yes he needs a few more tweaks imo
You are so wrong about the tactical upgrade, the double tactical is way better than the "lasting bullet". The same goes for Ash.

you should try make the bullet curve, its always worth it and hit 99% times, i do it every single smart bullet fire try to make the bullet curve once you have target lock. not directly aimed.

It kind of pisses me off honestly, I Main Maggie, have been since she was released. Got the 4K and plenty of 18 kill games but no 20, third game playing ballistic trying out his perks I got a 21 kill game and while I'm happy about it I wish I would have been playing Maggie. I'm low-key down in the dumps bc of it lol
P.S. Currently have only 400 something kills on ballistic :'(
The problem is that hes playing ballistic like Maggie. The goal of ballistic is to keep a player out the fight longer enough to get a down. Moose didn’t do that and ran without many ranged breaks
Ballistic’s first 2 upgrades are super meh. A good upgrade for him would be a reduced tac cooldown after a knock or something

I feel like Ballistic is "OP" with the boys. If your randoms can't at least keep up, and you have to do everything yourself, he's useless. That being said he combos with a lot of legends, and I feel like Crypto would be a wicked counterpart to him.

How is it different than before?
Ult range is 90 meters now allows for teammates to flank or be in more positions while still benefiting from his infinite ammo and insane reload speeds ...which in turns means better plays ...not everyone has to be bunched up like before
