I’m guessing you already bought something but I’d also recommend taking a look at intel arc cards which give great performance for their price. The only problem with them is driver issues since intel is new to the gpu market but they get better every update and the hardware itself is great.

Those temps are lower than my R9 7950X with a 360mm Radiator after just 20 seconds of Rendering something in Blender.
It absolutely runns into thermal throttleing for me and I doubt that this cooler would do any different and that it really is 100% load, with open power limits on the CPU, with the temps shown here. 🤨
