Depending on the number of floors, the columns are the vertical load-bearing elements here. Due to the heavy weight on the columns, they are liable to settle more than the area under the beam in question. Consequently, with the beam restrained at the bottom and the columns settling, the tension zone for the beam will be at the top instead of the bottom. I wish the Engineering community to deliberate about it for the right thing. U have a wonderful program here helping the world to guide against building collapse. Thanks and may God bless u.
Good job. but in this case the compression of the beam is on the lower part of the beam. that is why 3 bars used on upper part and over lap is used at the center for compression zone
At the support, there will be negative BM, so we can have more steels in the top region, which is the tensile zone. So, putting more top steel at support is not an incorrect practice. There is less development length in the mentioned clip. That's the mistake, where usually all are making. Thank you.

At beam midspan is where tension is at the bottom so more reinforcement is at the bottom, however at the supports (beam to column area) tension is at the top so reinforcements are placed at the top. That's what a simply supported moment diagram even looks like.

For buildings having few floors, buckling in columns is resisted by the walls between them. so plinth beam is redundant. Inplinh beams there're no bending stresses. Only direct compression or direct tension. Hence no need to provide more steel at the bottom.
