The reason you didn't see the tornado is because a warning means that one will most defiantly happen however they don't always happen in a Warning situation! They cannot tell if a tornado is on the ground from a radar but they can see a heavy amount of rotation which is enough to issue a warning! It still is aloft , if it developed you would know it. The siren sounding is supposed to be a particullarly dangerous situation siren. It is supposed to be sounded like that to make people aware an actual damage producing tornado is on the ground entering the warned area,usually for radar indicated or weak tornado a straight tone is used.but under special surcumstances a tornado emergency frequency can be deployed to alter the tone to a rapid up and down mode. very few siren systems have this added capability but considering what i am seeing on the videos it is malfunctioning as the conditions are not severe enough to warrent its use or someone is jumping the gun using it.i have only heard it in actual proper usage 2 times and the last was in the south suburbs in June2008.during an actual tornado on the ground in Richton Park.

Over here in the UK had a very bad storm the other month where there was lightning bolts I saw four two struck the woods and two struck a house and that was a severe thunderstorm warning and I thought it was a tornado warning but no tornado formed and it was a tornado warning but I didn't see it form but when I move to there it will be worser than the storm here because there will be another tornado warning even longer than the one in August 2008 but instead of sheet lightning there will be lightning bolts and one tornado but not in the city remember that storm it was crazy and tornadic
There is 2 sirens beacuse if there was only one. Only part of the city would hear it and the other one no. So that’s why there is 2 sirens so the other one that you hear from far distance is for the other part of the city

Chicago doesn't have Modulator 2008s. Just 7 Modulator 6024s and 2 Modulator 3012s, as well as some 2001-SRNs
