Okay let's not jump into conclusions or judge this guy, I feel like he's at stage of his life where he's in badly need in finding the one. He's been in the franchise the longest, he's already 32 so maybe he's trying to figure things out by allowing himself to meet, get to know and explore other people so that by the end of it he'll sure as hell choose the right person. As he said "the next person that I'm gonna invest my time with is gonna be my wife".

Maybe Katie was not able to see them making out in that hot tub. No doubt she saw them holding hands, but the camera men can be kind of tricky and just shady trying to give the appearance of what really is not as Katie might have been looking in their direction and worried about what was going on even though she could not see them. Regardless, Chris is being a player.

I believe Chris is testing the waters because he doesn't know if Katie's the right one for him as he's seriously looking for a wife. I feel for Katie and want him to pick her but she wants to make sure that he's certain in choosing her as number one rather than Jen. It's good to know sooner than later so I don't believe he's a player.
