(Disclaimer: I have not played this game and have only watched it on YT) - that counter by Dhalsim that still leaves Lily in range for her throw seems off; should it be working like that? It seems like a counter like that should push the opponent back too far on hit?
if you mean the drive reversal attempt @8:47 , it was blocked. When it's not blocked, it looks like @7:48 and knocks the opponent away significantly. If your question is more "why was she able to block it," it's because Condor Spire with wind stocks is plus on block. Drive Reversal has armor, but the Lily player read that he would try and get out of the situation by attempting it, so he blocked instead of pressing a button

No, this is the only way he can win this matchup. Lily has no armor moves, she needs to do an ex windclad condor spire at the perfect time to get in and if it get's blocked then Dhalsim can just use drive reversal. Her command grab puts her full screen which is the exact opposite of what you want against Dhalsim. It's just a poorly balanced matchup, one of the worst in the game.
