    The speaker mentions that the state of North Carolina takes the lowest bid contract no matter what very stupid and I've seen it blow up on them many many times they need to revamp that include experience credit and such in order to choose a contractor even if he's more expensive and if you have to put the project out to bid and then put the acceptance out to bid among the various state agencies and see if you get an concurrence as to logic of hiring the contractor who may not be the lowest price bid project

    thank you guys for the series. I had faced a situation where in a T&M multi award contract, one of the awarded contractors realized his bid for a certain item is lower than the other contractor. He is requesting a change order,
    Is he entitled for a change order after being awarded? please comment
