Melo is an offensive talent, yes. Nobody can deny that. However, his effort on defense does not warrant him to start. He is no longer the first or second best player on any team in the NBA.
At this point, he needs to come off the bench. Give 14-18 off the bench. This can be a very effective role for him but he has to buy in.
For Houston, Gerald Green has to start there: Athletic can shoot the 3, can push the ball on the break, can rebound, can defend.

Big Downgrade for Houston. You lost 2 of your best defensive players and those 2 could also space the floor really well and could run with the Rockets fast pace offense. I wouldn't want Melo on any team.
But honestly, who else can they get with a small contract? They lost 2 of their best defenders. The defensive improvement from 2016-17 to 17-18 is gone.
Melo can still offer a lot if he is put in the right system. (Unfortunately, we have seen before how D'Antoni and Melo worked out) If the Rockets can get him to accept being a catch and shoot guy, attacking off the catch and getting ocasional screens to the rim, it would give them a solid role player come playoff time (which they need, even in a reduced rotation).
And if it doesn't work, well, he's not worth that much money. They can cut/trade him, or even limit his minutes. He doesn't take up a lot of cap space, no big luxury tax problems, so why not?

He can help that OKC team possibly get to the conference finals in the West (depending on the seeding). Who's to say in Year 2 that Melo doesn't make the adjustments necessary to be better?

Carmelo coming off the bench makes perfect sense. Put him out there while Harden and/or CP3 are resting and suddenly he’s “the guy” and can take his shots and dominate the ball. If he’s a starter and all of them are on the court at the same time he’s essentially going to have to be a spot up 3 point shooter and nothing else.
