3:12 Interestingly that's the biggest cause of death and injury in rapid emergency evacuation events, at least it's why circumstances can be allowed to get extremely bad while advice to simply stay inside is still given.
I don't know what the event was, but at some point in history the order was given to evacuate for something bad happening and there were more deaths, etc that resulted from collisions while people were desperately trying to get away than the event would have been expected to have caused, calculated post event I believe. Obviously if you tell everyone in a city a meteor was about to hit, the majority are not going to stop for red lights or other junctions, follow one way roads (when they go around a big area), drive at a speed that enables them to stop if someone steps out in front of them, look before running across the road to their car, etc when they try to leave the area.
