I think maybe this is the first session of rehearsal, why he is taking it slow like this. I notice him pointing to different spots for Orianthi to follow him, at different times. I do not see this performance as a sign of weakness on his part, because this is just a rehearsal and he is the King of Pop, so he earned that right to slack up, every once and a while.
If you compare his vocals here to the album track,he pretty much still sounds the same his voice just sounds lower here because he grew older. Still a really awesome performance/rehearsal he ain't even trying and it still sounds great.

He could not sing in his full voice because then in the real concert his voice would have been tired!! And he sound pretty amazing here!! His voice was still 100% there.
