I don't think the region has the kind of plan that Delhi has at a policy level from the top. Overall, the city needs heavy deurbanisation and new urban centres outside Mumbai to relief the pressure.

Mumbai has more than 7 metro lines under construction simultaneously, Multiple road and rail projects, almost all of the city is redeveloping (old buildings), Slums are being redeveloped and so on, even if you have co-ordination, Pollution will happen. For eg London was always under black dust during industrial revolution when the city was being built.
He is comparing tunnel work of Metro 3 and costal road, with 10 years we have 2 lines open, more will open in next couple of years. These people are stalling depot work of metro and then crying why metro is taking so long.
