Was SBIRS providing those warnings or did local radar fail? Both?

SBIRS uses infrared sensors to detect heat generated by missiles during launch and flight. Hypersonic missiles generate a lot of heat, which makes them easier to detect by infrared sensors.
To make those signatures you would basically have to make fake missiles equal in power to the real missiles. At which point it would cost the same to just make loads of real missiles to overwhelm the defences.
We should all be able to see the whole world in real time (real time imagery of the whole planet) and we can help them by telling them what other people are doing. Come on it's 2024.

Yes, there are many IR satellites that can be used to detect wildfires. Many commercial and other governments (ESA), not just US government satellites
