    "Not responding" does not mean the program has frozen; it means the window is not responding to window messages. It's probably still installing when you're killing the process. It's just using the UI thread as part of the install process for some reason. Bad design, but not necessarily frozen. Try leaving it for an hour plus, depending on the specs of the system.

      It's pretty likely that the program is frozen. Though I didn't say that "not responding" always means that a program is frozen, I'm just talking about the service pack in this instance. I left the installer running in a VM while doing other work for a while, and it never recovered from that state.

      @@MichaelMJD I wasn't sure how long you'd left it so I wanted to check. Because it's possible it's just a bad installer which would not unfreeze the window until it finished, and the operation looked like it might be lengthy so unless you'd left it a fair amount of time there was no way to be sure. Given it happened both inside and outside of a VM, it looks like it must be normal for it to not respond at that step.

      @@jozef97 Yeah it's certainly possible though I've had it running in another VM for the past hour and still, it hasn't recovered. I wonder if its just this version of the service pack. I'll have to see if one of the older versions works.

      INFEX can take hours on older hardware. I had issues with U98SESP past 3.53. That's the last version I got working consistently across my 98 machines, and the last one I can install that doesn't mess up explorer.

    Try to unpack the compressed exe. Winrar, 7zip will do. In the folder you will find some .inf files.
    Right click - Install.
    Job done. No freezing, errors, etc. That is how I did the install on a P4@2.4GHz with 1G DDR, Geforce 5200, 80G IDE HDD UDMA, GA-8S648 motherboard.

      The unreliability of some installers (or potential Trojans) lead me to look at the installer contents via 7zip.

      @@polocatfan Many installers are just sfx archives (mostly zip or rar) that extract to %temp% and from there they run the actual install/setup program.
      In the case of U98SSP3.exe is a just cab sfx. Right-click on it - Properties - Archive tab and see for yourself (if you have Winrar installed, it will appear the Archive tab).

    As a TLDR: If you install the main updates from an earlier version of the service pack (3.64 and below) first, version 3.66 will very likely work thereafter.
    This has been very interesting to me as I have been using variants of this pack across many machines for many years, starting with 1.5. Recently I have been experimenting with an 'ultimate' Windows 98 build and came across this issue. Having watched this video already, I was aware that the issue was likely with the pack and not the computer, and so I looked at earlier versions. As an aside, it will always extract to c:\Windows\Temp\lxp000.tmp - or a sequentially numbered variant if done multiple times. Simply copy this to another location where it won't be deleted and run infex.exe from within that folder to simply get the menu up and not have to extract each and every time.
    I hope that this helps people in the future.

    Videos like this remind me why I'm so glad that I moved on from Win98SE to Windows 2000 as soon as I could back in those days! I have been using Windows since the early 90's when 3.0 was released and I was never fond of any of the Win9x based OSes even if I was initially excited to use them back then.
    In all fairness to that "unofficial" update. I'm sure it's a labor of love for the person that released it and there's probably something unique about your $5 PC that the author couldn't or didn't test for that is tripping things up. We have to remember that companies like MS have small armies of people and 3rd parties testing things out on all sorts of machines in all sorts of different configurations.

    The boot screen modification is a little more difficult than just opening the file in Paint. The boot screen in Windows 9x is actually a LOGO.SYS file. You CAN edit it in Paint and your changes will be visible the next time you start Windows, but the progress bar at the bottom will lose its animation. I honestly don't know how to modify it without messing it up.

    For the record, a window 'not responding' can mean it's still running code - poorly coded applications will enter a 'not responding' state for instance when running code in the single thread the application uses for its main GUI functionality too.

    I suspect letting Norton Anti-Virus run during install was causing problems. It's not uncommon for most software to suggest suspending any AV software before running the setup/install.

    I've had luck installing the 3.65 one first, rebooting, and then the 3.66 worked fine. I use 98 Se in PCem emulator to run 1990s games. Note: if intending to use 98 SE for older games do not install DirectX 9 (it's included with the unofficial SP3 as an optional item) as it can break compatibility with some pre-DX8 games -- and the vast majority of DX9 games work on modern Windows anyway.

    I've installed the slightly-older 3.64 version of uSP3 on multiple Win98 systems without it crashing - but I do recall a pause where INFEX would minimize and you'd have to just wait a bit.

    I'm surprised you ran into so many issues with SP3. I was able to install this on an IBM X23 laptop without any issue. Still super fun to watch, regardless!

    Another option to get the 3.66 SP installed is to (now that I ran into the same issue)... First install the main updates from version 3.65, then once that is finished you can then install the main updates from version 3.66 followed by whatever else you want. If you find that parts of windows are no longer displaying correctly (e.g. blank boxes where either icons or text should be visible), then downloaded and install Internet Explorer 6.1a, that should fix it.

    Just a hint, to install that pack, it has to be a completely fresh install of windows and AV can't be installed :)

      Maybe there's some conflict between the Unofficial SP and the OEM restoration image that he uses on his 98 PC...

      @@aaaalex1994 and the oem CD-ROM installs Symantec (yes that Symantec) Norton Antivirus 2000 so it might actually be conflicting with the installer.

      I would install an official oem copy of windows. Then plus 98, then the core files in sp3. Then the other updates stated in the list 😀 After that, the drivers go in and then personal apps n such. Process works for me every time 😉 also make sure to cab your install and install from the cabbed version.

      Interesting! Yeah Norton was installed as I used the PC's recovery disc to install Windows 98, which comes bundled with some additional programs. Though I tried this in a VM off camera (which was a clean install) and experienced the same issues.

    I've just gone through the routine of installing Windows 98SE and USP3 on my Slot A Athlon this week! One thing I discovered was that when installers ask you to reboot on Win 98, you -need- to reboot or things get odd, and permanently odd if you keep working after it asks for a reboot. Plus, it's W9X, it always needs a reinstall!

    I still have a Quantum Fireball lct10 10.2GB. noisy as hell but it works flawlessly to this day. tested a few weeks ago with an USB-PATA adapter after sitting idle for years. dayum that late 90s tech was another level.

    I would have literally waited a couple hours before calling it dead. Some of the tasks that get done in these updates make it look like the task has stopped responding even though it's still working.

    For me, I have the best results installing the unofficial packs after a fresh 98 install. Tends too work a lot better and I haven’t had a failure at all when it comes with installing it, and I’ve been using it since the 2.5 pack days

    I saw some discussion a while back (most likely November last year actually) with the creator and some other users who were talking about how the creator puts a lot of effort into making the unofficial service pack but people were just downloading it for free and rarely donate to him. He felt that it wasn't rewarding enough after all this time, which was the reason he made 3.66 not available to the public but only to him and a couple of loyal friends. My guess is that he changed his mind in March this year and released it to the public anyway.

    I installed the SP3 a few weeks ago in a VM, NOT reading the instructions, totally ignoring the "install seperatly"-suffixes, just checking everything and installing it at the same time without problems. These problems you encountered are VERY strange indeed!
    AFAIK somewhen earlier I had a problem similar to yours which was solved by killing SPSTART from the Task Manager.

    This is coincidental timing. I tried 98 service pack 3.66 last week. I also had issues, and was pretty unhappy with it. I ended up doing a fresh Windows 98 SE install, and just working with that.

    Actually, for some reason on a buttnaked Windows 98SE system without this Unofficial Service Pack, 1GB seemed to do fine. It didn't seem to limit anything under physical hardware. Even under virtual machines. Virtual Machines tend to go higher without killing the machine itself. About 1153MB or something like that. Though, nowadays, I believe we can get 4GB with a patch that we use to pay for back in the day. But since the dev passed away, their family made it free to us. Sourced from PhilsComputerLabs.

    Just a heads up, you can use a decompression tool like 7zip or winrar to manually decompress the U98SESP3 into a dicrectory of your choosing.

    The way I got it to work is to run the core files install alongside DirectX9 so they both install at the same time. This works beautifully and once you restart you can install everything else with no issues

    Windows 98 SE was offered as a Update on Windows Update for Free if you had the bandwidth then to download the Service Pack. You had to pay to have the Windows Update CD-Rom shipped to your house. They also shipped every service Pack on physical media at least up to Windows Vista because I ordered them and still have them.

    The main pack installation will work if you install the main pack 1st from 3.56 version, and then you can install the 3.66 normally

    Greetings, I used to have the same problem as you when trying to install the latest version of u98sesp3, the solution that worked for me was to not install nusb33e prior to the service pack installation. In other words, service pack first, usb drivers second.

    The last version of Windows Automotive Edition just ended support. Maybe you should cover that. Don't you own a car with that edition of Windows?

    The thing is, if you install SP3 on real hardware besides the winoldap which I can kill with a command everything works. All of the scripts and batch files, inf files etc... will have to be tailored specifically for each VM. That's a lot of work. I would need to have 3 versions unless everyone uses the same VM, which I highly doubt. Now I understand why so many people have issues at vogon, everyone is using different VMs and getting different results.
    Thank you dtm2138 for bringing this flaw to my attention.

    What’s going on with the SP3 is one one of the RUNDLL instances it invokes freezes. If you download an old version of Process Explorer from Sysinternals, you can see that. Just kill the frozen RUNDLL instance and the install will proceed normally.
    BTW, if you can get it to work, 98 SP3 installs DX9

    I had to laugh hard when you were talking to your PC: "You can do it!", it was the same with me and my Cousin... Talking to the PC not to crash in some Situations or to beg the Modem to download a File a little faster.

    MS did release a CD with ALL updates near End of Life of 98SE. You could order it for free from MS at some point in the early 2k's. I read about it in a PC magazine. It installed like a SP.

    I also installed the service pack 3 on my p3 machine. It took a very long time. The INFEX launcher seems broken. But I left it even though it said not responding. And after a few hours it actually completed.

    Hey there. I agree with some of the comments that 3.64 has been more stable for me. That said, it looks like Norton Antivirus 2000 was installed and running. I remember back then that you often had to disable antivirus software before installing software, especially games and system updates. My bet would be that disabling that would result in better installation results.

    Oh, fun, gotta try this. But for the record, 512mb is a limit only on some hardware. My Tyan mainboards with 1GB RAM ran unpatched Win98 just fine, but they had 4 RAM slots which makes a difference. (3 slot systems usually can't do 1GB with Win98, something to do with the interleaving IIRC.)

    I just played around a little with Windows 98 SE in VMware after seeing this. I've installed previous versions of this SP without issue but sure enough, I did a clean install of 98 SE, installed VMware Tools and IE6, then tried to install version 3.66 and experienced the exact same issue as in this video. Out of curiosity, I tried to install version 3.64 (which I had saved) and this installed fine. I then tried 3.66 on top of 3.64 and it worked OK then. I'd guess that the Outlook Express install failed because you're still using Internet Explorer 5. I'd be surprised if Outlook Express 6 didn't need IE 6.

    When i read the title i just know your going to run into that bug everyone does where the folder browsing gets super messed up and the entire html engine breaks. The trick is installing it twice, but i just moved away from the update pack since i found it to unstable. It does come with the best USB 2.0 driver ever made for 98 though, so definately dig up U98SEUSB.exe inside their sp3.cab it works without the SP3 installed to.

      Damn, I thought it was just me. I did install the stuff twice and it fixed itself in the end. Definitely keep the U98SP3 installer in the desktop folder.

    For the Microsoft Word 97 SR-2 thing, I'm not sure, but it could be the same version of Word that comes with Microsoft Home Essentials 98 (which I had on my own computer growing up). It basically was the full version of Word, but just standalone.

    Try using a vanilla win98se disk, not a recovery one. Also install the official update that installs ie6 and outlook express 6. Then try that SP3

    what is great is using the hardware and the tribulations of hardware misfunctioning, which is a troubleshooting technique i enjoyed watching the video and will use in the machines i have, nostalgia is great
