Ha Giang Loop is just amazing. You are right. Good time to go is March, April, October, and November. April to September is too hot in summer and rainy. December to February is winter, it's so cool, but you can try

What time of year did you go? I’m looking to do it the first week of may-it should prolly not be too rainy yet?
I went in April, got lucky with the weather cuz it never rained at all. yeah you should be good but just bring a raincoat anyways just in case, weather changes quite a bit and can be unpredictable the deeper you get in the loop. Stoked for you though! Happy adventuring!

I don't know why so many people rent scooter without drivers liscense... if something happens no insurence will pay. Everybody acts like the worst thing which could happen is to get stop by the police and pay a fee. Just think about it
