Nice video...is this the same as "dot filters"...although I've seen these done without using the thinner and waiting for the paint to dry before streaking.

Do you do the streaking over a gloss coat or does satin or matt work best?

You can get different results but gloss is the easiest as you can just wipe away any mistakes
