I think they are lack of manpower to design the new content for this old game such this game is 18 years old.
Makes me a bit sad that there's a ton of new characters, but zero new questlines / history... They're expanding the life of the game with new characters to do the same raids with some power scaling all over again
IMC will update Allis Storyline 4 EP at this year by their update note
Characters come in first so that the player may get a glimpse of what the next story is. That is how GE operates.
Will we ever go to Targa...and what about those other memento mori characters...
Maybe at next year in the major update plan.
