The Blue Mountains Scenic Ride is the steepest railway in the world. However, this video shows the steepest funicular railway in the world. The one in Australia is more like a train, rather than a funicular.
In Katoomba, but I don't think it claims to be a railway - it is a large trolley on rails that is lowered down an almost vertical track on the end of a cable, then hauled back up.
