    I live in Germany and here is also semi proportional representative system... you cast 2 votes for example for german parliament (Bundestag), 1st vote is for the local candidate, and the second one is for the party... the local candidates who gets the most number of 1st votes get elected directly into parliament (50% seats are reserved for them)... 2nd votes are for the parties (50% seats are reserved for them)... a Party has to get atleast 5% of the Total of second vote to be able to get into the parliament... it is also to clarify that the proportional representation is according to the percentage of casted votes and not the total registered votes...

      @Syedbakeruddin Bekar we have a council of states- our senate to protect the rights of individual provinces for that. And it's seats are proportioned with the seats allocated to smallest province as the base.

    Proportional Representation System is far better than the current First Past the post system. It will reduce the monopoly of the bigger parties... As for example the NDM of Waziristan or the HAQ DHO GWADAR KO Tahreek of southern Baluchistan can also have representation in the parliament, to execute their output for the betterment of their respective underdeveloped regions. ❤️❤️❤️

    totally agree. PR system will also oblige MNA's or MPA's to work for overall progress of constituency, not just focus on their party workers. it will reduce polarization in society

    I would think that this would also reduce the impact of "electables". Parties would be less likely to cut deals with local feudals because they may not care about the 5 or 10% additional vote bank of a local electable. The disadvantage would be that there would be no local representation. So if a party wins 35% of the vote and none of the top 35% candidates are from Sindh they would get no local representation even if the party got votes from Sindh

    It seems that no vote is wasted in this type of electoral system. A great concept indeed. I think that there should be a midterm performance review process in place for the elected reps as well. We can't just let a incompetent member hang in there for the full 5 years term.

    متناسب نمائندگی بہتر سسٹم ہے۔ اس میں خرابی یہ آ جاتی ہے کہ اگر کسی ملک میں ایک خاص علاقے یا نسل کی آبادی زیادہ ہو تو اس کے زیادہ لوگ اسمبلی میں چلے جاتے ہیں۔ جیسے کہ پاکستان میں پنجاب کی آبادی بہت زیادہ ہے تو آدھی اسمبلی تو پنجاب کے ارکان سے بھر جائے گی۔ یہ ٹھیک ہے اوپر سینیٹ موجود ہے جہاں ہر صوبہ برابر ہے، لیکن نچلے ہاؤس میں ایک یونٹ کو برتری مل جاتی ہے۔

    A few points I want to highlight here:
    1) as you mentioned, implementation of the PR systrm would be the major stumbling block. Histotically, we, as a nation, donor enjoy a good repute of proper policy implementation.
    2) I think in a society like Pakistan, PR system will lead to the rise of populist leader, which will further polarize the already raptured society.

    Good governance has in fact eight essential characteristics and 'participation' is one of them.Participation of what?the answer is simple and luring that is of men,women,minorities,the most depressed and vulnerable section of society.So,in order to represent all shades of opinion PR system is,however the best system.It should be promoted by our political elite so all classes may be adroitly represented in decision making process.

    The underlying assumption is that society and people have the right skill set to judge a political party or its policies and vision. Political parties will try or pushed or forced to play subservient in the hands of majority to achieve higher percentage of votes.

    Seeing the present state of affairs it is definitely time to try out an alternative & the PRS should be looked into with all seriousness. In order to overcome any initial apprehensions/trepidity it could be introduced on a limited scale [pilot project] so that the people get an idea as to how it works & its advantages/ fairness.

    In my opinion, Proportional Representation system is most suited in democratic countries where voter turnout is high compared to Pakistan, having low voter turnout.If implemented in letter and spirit, it can yield prosperous results for our country and move us close to democracy.

    Thanks for explaining the proportional representation system. It sounds very fair and people centric. My fear is that the parties in power and establishment both will not let it ever be adopted in Pakistan. It is easier to control two or three parties that want to win even if it means to disenfranchise a very large minority.

    Democracy is a type of government in which the people are counted not weighed. There should be given respect to every voter because respect for an individual voter is highly crucial. It will be better to go for the proportional representative system rather than an old system of the first past the post system. Lastly thank you for being made such a knowledgeable video.

    it promotes parties over electables
    and end the monoply of of electroal politics
    it gives political parties a fair share in assembly representsion and enables them select a good pool of members

    I see the following limitations in the proportional representation system:
    1. A person becoming the representative of a specific constituency may not be the one whom people voted for. (as he might be at the 100th position of the political party's list while the party has the choice of only putting first 35 representatives in parliament)
    2. There will be a greater chance of small parties blackmailing the large parties which will ultimately hamper smooth functioning of the government.

    जब नई तहरीक या पार्टी शुरु होती है तो एक छोटे इलाके से शुरु होती है जहां जनसंख्या कम होगी। कुल डाली गई वोटों में उनका हिस्सा एक-दो फीसद ही होगा तो पीआर में उसको सीट नहीं मिलेगी जबकि अपने छोटे इलाके की सीट वो जीत सकती है।
    बस एक विचार है।

    No doubt proportional representation system, is an excellent, equitable, fair and accurate. However there are 2 drawbacks of this system, 1) There are chances of uneven representation in Parliament e.i some districts of country may not have any member in Parliament at one hand. On other some districts may have over representation. 2) Those political parties which have their major vote share in backwards areas like Balochistan, Ex FATA Kohistan may suffer more because of low turnout in these areas....Taimor Bhai agar waqt milay tu in dono masaail pe Zaroor Roshni daliye ga....🙏thanks Dr.Aliraza from District Sanghar Sindh.

    In local body election there should be proportional representative system. It could be applied on metropolitan and there should be no restriction of education for voting and being candidate for local body election.

    Sar, I think that both systems of representation will give the same result in the presence of monopolies. Without economic freedom of the public no reform will give any result in the favour of public. Without basic change the reforms always strengthen the prevalent system and force running this system.

    European countries mostly follow the Keynesian economics others follow the classical economics. Political landscape of a country is shaped thus by economics. British ideals are so heavily instilled in the sub continent that reformation of elections in Pakistan is a dream.

    let's apply it in our neighbour India, if put a cut off of 5% then there will be only two parties in their parliament and no Independent MPs, this example is not to discourage this type of thinking but to think even more before making some bold statements like one is out of date and another is better version, yes still I think Proportional representation can be used in cases where the area of representation is small or there is already a ground level homogeneity in basic rights and everyone agrees and adheres to that. it worked in Israel and other western european because of this reason, In current system if left freely to function would yield results in long term as people of different groups will first start voting tactically, then work with different communities to become larger voting block. You might say that this system gives rise to dictatorial leaders like Hitler and Putin but you are forgetting there can be similar Problem in this system also a small glimpse can be seen by the Greens in Germany how they twisted the Narrative of Nuclear waste disposal to whole Nuclear energy being bad to destroying the whole nuclear infrastructure to ruble. was it not a baseless propaganda narrative that destroyed the energy security of Germany and actually set us back in the war against climate change.

    Sir I have few questions regarding this system:
    1) As it depends on how much percentage of the votes a party have acquired to get the charge of government, won't it make all parties concentrate on the province with majority of population? (In our case Punjab that makes 56% of population).
    2) As a continuation to the above question, won't it create or rather increase the current bias what relatively less populated are complaining about currently?
    3) Sir you sketch a positive aspect of coalition government. As per the political history of Pakistan, the small parties having less but critical number of seats to ensure majority of certain party have used their presence as instrument for their vestige interests (which were not of public benefit). Do you think that aspect will be positive?

      For your points 1&2 their is specific weightage of each vote of every provincial assembly. Although, I am not sure whether it is required in formation of senate(I think it is required) but it is required in vote of confidence.
      It is calculated as :total no of seats of smallest provincial assembly/ total no. of seats of that provincial assembly.
      So Balochistan mpa vote would have highest weightage that is 65/65=1(one vote counts as 1) and Punjab mpa vote will have smallest 65/371=0.175.
      ‘The vote of MNA is counted as one.’
      Since, a constituency is made on basis of population and provinces have equal representation under 18th amendment I see unequal representation to be impossible.

    I see a flaw in PSR for our society where horse trading would keep minority parties together to form a government. PRS is good for societies where education level is high and obviously when next election comes, it refined and defined again.

    If the proportional system comes in Pakistan, we will definitely witness the DANCE OF DEMOCRACY.     Of course this is the best system. I saw this system in Germany at close quarters, and heard very interesting debates in their parliament (Bundestag).

    Yes .the pr system is the best system to have maximum participation . And in this system u can have either president or prime Minister duly elected by parliament.     Respected Taimur Sir, i have few reservations regarding proportionate representation system. 1. As stated using this system, it will benefit smaller parties and govt will always be built with collation partners, but in our kind of society and how it has evolved to corruption in past few decades, instead of getting benefit for public/nation the benefits will be for personal interest. 2. Who will finance the party or election campaign, why would a member of the party share his/her financial assets if he has lower priority in the list of parliamentary membership? 3. In our kind of society people vote to their cast/community and in return want favor in terms of regional development so how will this be dealt with in this system ?

    Here we have in New Zealand MMP voting system. That's why since its inception, all governments are colation. this makes sure every vote is counted, and parties are benefited.

    As I see it, there are 2 types of people in Pakistani now (excluding the older generation which was more honest). So, between the ages of 30-50 of today there are 2 types of people in Pakistan of today:
    1. people who work in a field or position that allows them to embezzle money (example in the form of contracts, etc.) and they succumb to materialistic desires
    2. people who never got a chance to be in that position and, thus, are considered honest. But if these same people were put in the place of (1) they would do the exact same thing.
