Whereas for the Royal engineers and the Royal artillery commissions were awarded after going through Woolwich College as these were technical positions .
To put it bluntly, to be an officer in the Household Division or the Cavalry you only had to have a private income. To be an engineer or a gunner you had to be intelligent and well educated.
