When both countries are nuclear , and nuclear arm usage leads to annihilation of both countries - obviously both won’t use it. That’s common sense. Live example is Russia vs Ukraine. Russia has the biggest pile of nuclear weapons but did not use it ONE , because usage of one could be the trigger point for existential problem of Russia & Ukraine . Which essentially means traditional limited war. Which means who has more troops and more means to continue the war would ultimately win. Pakistan has smaller army , and is on the verge of bankruptcy. After say few days they can’t continue war - (like they did in 1971)either they had to surrender 93000 army persons - or out of insult they need to opt for nuclear which means suicide . People knew this - but the emotion gets the better of wisdom.
