Point Richmond Wigwags Test Run

Testing out the wigwags in Point Richmond, Ca. on July 14th, 2019. The first event featuring these wigwags will be held on July 28th. The banner being used in this video is a test banner. The originals have been restored and will be installed just before the event.

can you explain what a banner is?

The banner is the object swinging. In this case it is a white circular disk with a black X surrounded by a black circle. In this case the term banner probably also includes the rod and counter weight at the bottom as well.
