☝🤓He is not, the timing on the use of the flip makes what is called a wavedash reset; used by freestyler's. Think of it like flipping into the ball instantly after getting the reset to gain another. In this example its so fast it can look like he's hacking, mostly because of the replay. Replays don't look the same as live gameplay, if this was attempted while he was streaming it would be easier to see the first reset into the other.
