No, it's an animal product. Same as silk.
As stated, non vegan, because bug is animal. Lacquer is shellac dissolved in alcohol, yes.
It is a by product that is not reused by the bugs, however you will find that a lot of insects and eggs get killed when it is harvested.
In American English _shellac_ can also be a verb. To "shellac" others infers defeating them entirely.
