2nd game : Arc light need a buff. Against the ground, it holds for the first few rounds, but after that it's better to use a scorpion. The same goes for anti-air: a specialist sniper will be much more efficient.

why do they upgrade units just to sell?

When you get the free upgrade item, it doesn't cost anything to upgrade the unit, but you get a full refund for the un-discounted value of the upgraded unit if you sell it.
So if you have a steel ball that is level 1, but ready to go to 2, you can put the free level up item on it, level it, and then sell if for 300 and also get the item back. This is 100 extra supply you are getting compared to just selling the steel ball without using the item or upgrading
