Edit: First off, I'm a bicultural person who has lived in both Mexico and the US all my life.
It's interesting because if they are a complete stranger and the very first thing they say is that question, then it's not awkward. It BECOMES awkward if they continue to talk, because then you're thinking that this person is up to something...
Now, if you are in the middle of a conversation, ANY conversation, and suddenly you are asked if you have a girlfriend or boyfriend, then it can be weird if it's not obviously related to the conversation. Context is important here.
This is why my pro tip is: within the conversation, mention if you have a girlfriend or boyfriend in a sentence about weekend activities or something. That way, the conversation can be directed towards relationship status. Lol.

Context can be important, but there are ways of finding out without being direct ( ...my last girlfriend/boyfriend".....), or just discreetly ask another person who might know his/her status....

I kind of agree with Asagi here. Putting someone on the spot by asking their relationship status is pretty creepy.
I always thought it was a question that needs a lead up.
I consider it similar to tell a punchline to a joke without the lead in.
General questions are fine, but when it comes to relationship, I would not ask it.
