OOF! You absolutely need a gap between those boards on the decking! And the stairs need a 3/4" overhang on the fronts of each stair to be to IBC. Definitely do NOT put the railings in the stair area - they have to be spaced the same width as the top railing posts.
Here in MICHIGAN that wouldn't pass inspection. Treads need at least 3/4" nosing on treads, there must be a post in the ground at 8 ' of the length of sides of stringers. Your top rise on the last step is more than 3/8" different from the other risers. You would fail sorry to tell you. Nice try though.
Dig a hole and put the post in the hole

Well... now that the boards are dried out they have a 1/8" gap just like I figured.
