You showcased a "quirk" in the game, which is that even though the weather rotates on timers even if you are in a match, the game "locks" you into whatever the weather was at the start of the match. Thats why Thunder missed - the rain animation was playing, but the terrian for the battle wasnt rain.
I'll be honest, I half expected you to use the same pikachu from the last Ash Scarlett run, since that's the one he always brings with him between regions
