I think he's just tall. I used to work in a Men's clothing shop and pretty much any dude over 6'1, their hoodies were either too short (as seen in this clip) or they were swimming in them. They might find one that technically was the largest size they could get at their local store so the sleeves were a little short, the shoulders were generally tight, and the bottom hem was around their belly buttons instead of their hip line. Or, they had found something that was both BIG and TALL, so they were often too slim for the 'big' part not to look like kids wearing their big brother's shirt. I do find it amusing that his jeans are too long but his jacket is too short... then again, many of the men I waited had similar things going on. I think cause tall guys so often had pants not quite long enough, they tend to buy them a little extra longer than they need to be (Especially cotton jeans) in order to make sure they will still be long enough after they've been washed a few times.
